D. Duane Oswald, President, CEO
A seasoned healthcare executive with over 35 years experience, Mr. Oswald has held numerous President, CEO and Administrator positions with various hospital systems throughout Maryland, Pennsylvania and California. Since 1990, Mr. Oswald has played an important role in the Central Valley mental health community, working with clinicians to form PSY-CARE, an IPA administering care to over 75,000 lives. In 1998, Mr. Oswald saw the need for a licensed mental health plan to serve Central Valley employers, patients and clinicians. In 2000, Avante Behavioral Health obtained its Knox-Keeene licensure from the California Department of Managed Health Care, becoming the only Fresno-based Knox-Keene licensed health plan. Mr. Oswald received his B.A. in Economics from Goshen College in Goshen, Indiana and his Masters in Healthcare Administration and Hospital Administration from George Washington University in Washington, D.C.
Alan Drucker, M.D., Medical Director
As the Medical Director of Avante Behavioral Health Plan, Dr. Drucker oversees all clinical operations. Dr. Drucker is Chair of the Quality Management and Improvement Committee and subsequently all other program Chairs report to him. Dr. Drucker works with each committee and subcommittee, implementing all clinical policies and procedures and personally resolving all complaints, grievances, care issues and disputes. Dr. Drucker received his B.S. in Medicine from Northwestern University in Evanston, Illinois, his M.D. from Northwestern University Medical School in Chicago, Illinois, and completed his Psychiatry Residency at University of California, San Francisco in Fresno, California. In addition to his duties as Medical Director of Avante Behavioral Health, Dr. Drucker is a Clinical Instructor at the University of California, San Francisco, in Fresno, California, has widely spoken and presented on a variety of topics relating to medical illnesses and psychiatric effects of various medications, and has served as Medical Director of Emergency and Consultation Psychiatric Services for Cedar Vista Hospital in Fresno, California.
Todd Galbraith, Director, Information Technology & Claims Operations
Mr. Galbraith serves as the Director of Information Technology and Claims Operations. Mr. Galbraith oversees all hardware and software related aspects of the company, including identification and implementation of claims operations, data tracking and reporting.
Keely Coyle, Marketing and Account Representative
Ms. Coyle's responsibilities with Avante Health include Marketing and Communication duties, as well as Account Representative for ABHP. Ms. Coyle works closely with Human Resource staff from each of ABHP's Carve-Out and EAP contracts, providing valuable employee materials, resources and a vast library of articles and services. Ms. Coyle also works with area brokers and employers to be an evangelist for Avante and it's service offerings.
